Also because Google deals with people. People are very creative in efforts to rank stuff that doesn't belong at top positions, instead of making that stuff deserve to be there.

My guess: they’ve got employees who work on the algorithm. If they’re always working, there will always be updates. When there isn’t an update, employees are working on the next update. If they fire all employees who work on updates, then we figure out the algorithm, Bing gets better because they’re still employing people to work on their algorithm, and Google starts to only show online gambling for their #1 search result

What Google calls "Core Updates" nowadays are not anywhere near the same thing as they used to be. Core updates now are when a newly expanded knowledge graph (which has been tested in smaller doses for a while) is injected into the primary database for general consumption. Sure, there are other things that get updated, but that's the primary element. Among the first of these was the "Medic" update - one which included a knowledge graph that had a lot of medical, science and YMYL type information in it. (Hence the name). Another big one was last June's update which had a lot of "news" and "fact based" sites - why, if Google allowed name giving by Barry, it would have been called something like "The Fake News" update). Keep in mind, Google is very specific in what they call these. The "Algo" updates almost daily - and, in some cases, updates by the minute as certain things occur in the world. These announced updates are always called "Core" updates and it's less about updating the algorithm and more about updating the core of knowledge Google has about entities and their attributes which is used by the algo to rank the pages.

Remember that Google is a corporate entity that has capitalism interest. The constant updates are designed to weed out spammers, and constant updates keep internet marketers from figuring out how the algorithm works. Organic rankings are diminishing over the course of the years as they are making more efforts and are finding ways to push people into active ads. As soon as an idea is being used widespread in SEO, it becomes a secondhand practice and Google will work around it. It's also done to penalize people showing that Google is in control-- not the community, but Google themselves. This is why certain brands get punished in their updates activity, and this is why internet marketers will have to make efforts in adjusting their methods of operation. @legroom's Signals Method helps to hedge against it. ;)

1. They're constantly testing something new and see how it affects their revenue and user satisfaction. During the algo update they just roll out what they've found to work best compared to the previous algo. 2. New ML models emerge every week. The old ones are tweaked for better performance even more often. They just implement new technologies.

Because that's how long it takes to build out the knowledge graph to whatever their criteria is and to test it on selected results. Once you have an expanded knowledge graph and you know it's producing better results across a sector or several sectors, what value do it have to NOT roll it out?
