So I have an Ecobee 4 and phillips hue lighting. I was wondering if i could use the Ecobee4's presence sensor that is in the thermostat to turn phillips hue on and off? I know presence detection is slower than motion, but if I am not mistaken the ecobee4 has some type of motion sensor as it turns on the display when you walk by.  
So I have an Ecobee 4 and phillips hue lighting.

Ecobee does not expose the thermostats motion sensor via a steaming API, so no.
