Doing some automation code . automation is easier just turning things to 0% rather than On/Off . is there any difference between "0% brightness ON" and "OFF" on Hue bulbs?

This depends on your automation platform. Hue does not accept a brightness value of 0 natively; the lowest is 1, and that is not off, which is a separate state you can set (or get). How a third-party platform interprets the combination of these states is up to that platform.
