So if my SmartThings buttons are local and the controlled devices are local and the SmartThings hub is set to allow local control, why don't the buttons work when the Samsung servers are down?

Since it is possible to have multiple ST-hubs in the same location I am going to get one on each floor, because I am soon reaching 400 devices.
