Definitely Finland, every time I've been around December and January it's been snowing. Norway also. Flights are not too bad depending on where you are flying to/from. Ryanair go to both I believe. but they can be expensive once you get there. Estonia is a cheaper option and I've definitely known it to snow there in December. Tallinn is very pretty.
