Yes but you have people, ie your Aldermen, who are willing to advocate for you. People you, presumably, voted to put in office to do that very thing. There isn't just once avenue of approach. You don't only have to walk into city hall and deal with a desk clerk. All of the phone numbers for the different departments who might be able to advise you are available publicly. Government is complicated at all levels. If it could be as easy as making a phone call and getting what you want, it would already be that way. But that's not how the world works. Remember also that with the current crisis, the people staffing those offices are probably on skeleton crews and have more calls now than they normallyhave. Literally every single person here has to bear the burden of what is happening. It sucks. But it will get better. Until then we have to be more patient than usual, and more willing to do a little beyond what would normally be expected of us. History gave us this moment whether we asked for it or not.
