I could use some advice. I have fairly recently started doing Facebook ads for some of my client's clients. Facebook has limited my ability to create additional business accounts for new clients saying that I have created too many accounts in a short period of time. I have 12 and I thought you could have 25. Which brings me to a second question. What do other agencies do that have more than that? How can I regain my ability to create new business/ad accounts for my clients?  
I could use some advice.

Get the client to make the BM, add you as an admin then remove them

Get them to create a business account and have them ad you.

Yes! I’ve never considered ethical to hold the client hostage with that info. Give them open access. Build their assets.

I'm assuming you're a contractor working for an agency. What the agency owner should be doing is he needs to create a business manager and the client needs to give you guys page access and access to your ad account.

Yes, get a business manager created. Then request access to each of the biz pages and ad accounts through Biz Mgr. You can have multiple ad accounts in a biz manager and manage multiple pages thru biz mg. Then, when/if the client decides to go you can jist remove from your business manager once access has been turned over to someone else. You can also access multiple business managers so I would have the agency you're working with create the biz manager and add you as a user. And do this same process for every agency you work with.

End clients need to create and own their own Business Manager and then grant Business Partner or Employee rights to you to work in it

^ Agree with Brett. There’s an indie contractor I came across who did what you did & he was forbidden by Facebook to run any ads for a client. Facebook said he ran too many ads for too many brands.

For clients that have no tech skills, I suggest getting their fb login info, then create their BM, add you as admin, then have them change their fb password

Been through this before. I simply spoke with FB support team on messenger and they increased my limit. Just to be clear though, obviously recommended to build the other businesses assets and have them make it and add you on; unfortunately very few business owners can do that without getting confused. If I’m dealing with someone who doesn’t know how (even after teaching them), I make it myself and add them on.
