Depends on the product if it's showing how to use the product effectively and showing that it works without video editing than maybe.

There is image “ad space real estate” and there is video ad space real estate/inventory. Having both ensures that you can enter both the auctions for both video and space. Also, buy something from a video ad—watch how many more video ads you start seeing. Having both also allows Facebook to deliver the ad that each individual is most likely to convert from, based on their historical patterns.

Canned answer will be video. True answer requires more knowledge: what kind of product will determine the value of a high quality picture. I think I would mean towards the canned response though and say video over photos.
