i wouldnt do that. Especially if you are just starting out. Your primary goal is to get learned optimized adsets - getting roughly 50 conversions a week steadily. Then you look at the breakdown and see if you should even bother making separate strategies for different placements. But remember, if you split your adsets in two - you will need to manage to get two adsets to a steady optimized state - doubling your budget and losing economies of scale. I’d rather spend that money pimping out your creatives.

Both. Lots of people will see the ad first on mobile then buy later on desktop so don't automatically turn off one because it could contribute towards the close later.
