On a serious note, it could be the Prawn Fly ! I've seen a few Prawns at the top of bushes many years ago , before i settled down and married. Ohhh. i love the Prawn ! ;-)

Is that an ' Eve price' Viburnum ? If so its most definitely a viburnum beetle ~ Treat the larvae as soon as they hatch, anytime now or just squish them before they pupate!
