How old is the campaign google can be testing or your bid is to low because of low CTR or low conversions try increasing your bid.

That might be the reason. How are conversion ? You should have enough data to start narrowing down your target audience. make it more targeted if you do. you will need to increase your cost per click. Open a separate campaign start targeting new segments and leave the existing one alone. Keep testing. Reducing and increasing budgets have the same effect with google in most cases it leads to a reduction in conversions and traffic. Be consistent google will reward.

Also make sure you have more that one Ad group with different images and titles. I use google display for retargeting only. Also you might want to try google discovery its , ore like native with better targeting. Keep testing and when it working don not touch it in anyway open a new campaign. good luck
