As @
ribera,
said, look at your IS Lost and check if you are loosing due to budget or rank. If you are loosing due to Budget the solution is to increase the budget, if the lost due to rank, you can do two things: 1. Increase your bids, this on is obvious, but before that check the step 2. 2. Check your quality score, and if the quality score is to low, you may have a problem on the landing page or the ad doesn't match with the landing page. Ex: An ad to sell White Running Shoes but the landing page is about Black Moutain Boots!

Raise bids or test your way to a higher CTR, which has the same effect.

If your campaign is properly structured and set up, try testing the Target Impression share bidding strategy if it's your main goal. If not increase your bids and keep an eye on your QS.

Campaign structure must be correct first. then only budget n others come into place. otherwise you are chasing "air" (aimless).

Not the answer you’re looking for, but bid on less keywords. But it does go to show flaws in impression share. It’s not a performance metric, it’s an opportunity metric.

If I bid on one keyword with a $100 a day budget then I’ll end up with a high impression share. If I apply the same $100 to 1000 equally relevant keywords instead of 1 then there is a massive inflation in my impression opportunity but my affordability hasn’t changed. As a result, my impression share is lower, yet my outcome is no different. If anything, with a bigger universe I can lower my max bid as I have more opportunities (less desperate to win the auction) so I’m actually better off in this case having a worse impression share than bidding on 1 keyword.
