Universal app campaigns -optimise for location as well as network - install google analytics firebase. you need to tag not just app install conversions, but app engagements and upgrades

Depends what's the app, what you want from users to do. But in general, optimization is done based on retention metrics like D1, D7 and D30. Universal app campaigns are quite limited in terms of options compared to Facebook Ads for mobile user acquisition.

If you are not using Firebase already I will recommend some kind of universal mobile attribution SDK like appsflyer which can send conversion data and additional events in multiple ad systems. And track behavior in the app by the actual ad and camping that scored that install.

@unleavened427 @geter thanks. I didnt add firebase to keep apk small but I will add it. Now I need cheap installs because the app is new and each app needs installs to start ranking on google play. Do you know how to lower CPI? I want my app to get ranked in T1 and T2 countries but installs are more expensive. Should I start campaign in T3 countries first or I 'd pay more for T1 and t2 right from the start?

For new app try adding more videos and html5 content
