Whats the best way to handle a campaign when you're making landing page design changes? Do you guys reboot, or restart a campaign, or leave it as is when changes are made?

You should use a rotator URL as the Destination URL in Google Ads. Run traffic to lander 1 whilst you are working on lander 2, 3 etc. Then change the settings in your rotator to split the traffic. Alternatively do multivariate testing on one lander. Tracking solutions like cpvlab. pro offer rotators and multivariate testing
