Is it reasonable to have ad group for USD 1-3 for low bid keywords and another add group for USD 4-10 high bid keywords?

Is it reasonable to have ad group for USD 1-3 for low bid keywords and another add group for USD 4-10 high bid keywords? I based the bid report from key word planner.

It sounds reasonable, but even better would be to set bids on the keyword level. That way you bid how much you value that specific keyword and not put all keywords in the same buckets. Also, that way you can group keywords in more logical ad groups to serve most relevant ads.  
The Google AdWords Group is where you can always find questions, answers, advice, reviews & recommendations from other community members about successful search engine marketing (SEM) ads through Google AdWords.
