I had similar issue and was told on chat to go back into the ad, change a random part of the ad/campaign and then re-save. However this was yesterday and ad still hasn’t been approved. I was told they aren’t doing ANY manual reviews at the moment.

Also setting up Adsense for a clients site and that’s taking forever as well. Usually has an “up to 2 weeks” and it hardly takes that long. It’s been 2 weeks

FWIW, I live chatted someone at Google and automagically, as I was telling them the campaign name, the unapproved ad inside because approved

So I'm running some big campaigns of €2500 a day, and when I start a campaign for a new GEO I always run maximizer conversions for 5 days and then remove bad performing ads/keywords, and than I switch to CPA goal, often €5.

Budget increase resulted in less conversions (sales) + 3-4 times higher cpa on Google display ♀️ Budget has almost been doubled, but not in a single day - been increasing it by about 20-25% for like 4 days in a row.
