Hi possibly a shot in the dark here but if anyone could provide any direction it would be greatly appreciated. *Looking for a way to provide a PPC budget proposal for a client. Does anyone know of any FREE tools that will provide cpcs and traffic volume estimates when plugging in the keywords? Keyword planner is only giving me estimates when selecting the geotargeting to all of the US when all I am looking for is to geotarget three different states ?

As far as I can tell the Keyword tool is your best shot. I would go with that CPC estimation and then re-adjust.

@glasgow in the end you can't be 100% sure of your bids without having the account on your hands. You can just make rough estimations.
