Hi Target CPA- Should I intervene and make bid adjustment considering the performance, or should I let him the freedom?

Anyway the only bid adjustment respected would be the one for devices, and affecting the tCPA, not the real time bid. If you want, you can cap the max (and min) bid of tCPA if you create it in the portfolio bid strategies

Yes, the whole point of smart bidding is to make those adjustments for you in real time.

When you use target cpa the bid adjustment doesn't work.
