Means it's dark outside, and motion has been detected. The red lights provide IR illumination. You're seeing just a bit of the output that slips into the visible spectrum.

These three infrared leds come on when night vision mode starts in the evening and they go off when daylight is detected. It does not mean motion is detected or it is recording.
