I recently bought a domain didn't do a history check on it. Looking at Archive. org now: Found it was owned by a local business in 08-09 with just business info and contact info, but from 2013 - 2018 the only page indexed is robots. txt. There is also multiple snapshots of 3XX Redirects. Is this a domain you would avoid?

Not enough info to comment. How is link profile? If it doesnt cost tons might as well get it and treat it like a lottery ticket. Add some content and see how it does in serps over 30 days.

Usually links are the only reason to get an expired domain.

Likely no reason to avoid it. If you're not seeing any suspicious links in Ahrefs, chances are it doesn't have any penalties you will need to address. Do set up Search Console for it to confirm there are no manual actions, but if you're not seeing links, you're most likely in the clear in terms of any algorithmic stuff, too.
