Like everyone who is selling SEO packages and with their own opinion they have mentioned their cost and time involved in every SEO packages. Some haven't changed yet and selling old tactics through SEO packages. The best if I suggest to ask an expert to review your website and check the reason of not being good within SERP. Ask recommendations and implement them. Ask them how they can grow your business because each business has a different point of view to offer better user experience. Let me know if you have questions

SEO agencies that use pre-set SEO packages tend to use pre-set, cookie-cutter SEO templates that don't work. It may work for selling SEO, but it doesn't work for performing it.

I agree that all clients need a unique package. But I believe those packages can be made up of parts that are largely productized. Putting the right mix of those products into a package requires your SEO experience. Having those products SOP'd and systematized properly gets you better profit.
