A factor that almost never gets mentioned is Consistency. Imagine a website with a single article that is best in the world for its topic, and then the rest of the blog is crap. That's obviously not a site to trust overall. Like those bands that live on one Single. Who wants to buy their entire albums? A site than consistently keeps its level of quality steadily gains Google's trust to loosen up on the time factor. Up to the point that it immediately ranks new stuff from the site at the top, without a/b testing and monitoring. There are times when websites with less trust produce a piece on a fresh hot topic and then Google pushes that, with a risk of it being of less quality. Logically, better that than people finding it on Bing, lol. Basically Gary didn't say anything new. :)
