Is there anything out there that when motion is sensed, a video with auto-play on a tv? Trying to help a friend who has a store, wants it to be like a welcome greeting.

Depending on your set up potentially this can be done cheaply. I'd use Xiaomi aqara motions sensors (via zigbee2mqtt), node-red with home-assistant and the LG webostv component. I can already trigger message notifications to the TV at will. Playing a video would just be about setting the input and a command to play. Presumably you could load a specific video onto a usb key and just tell the TV to play that local file (probably would work with a Nas/network file too).

You can use a PC or Raspberry Pi to fire off the video and a simple break-beam detector to trigger the whole thing off, you can also get Alexa to control the PC so that different videos play on command. Have videos if interested.

Just to be clear you are wanting to play a video file on a TV you have left on when motion is sensed? Seems to be what everyone is assuming though it seems rather odd thing to want to do. Now if you are wanting to show the video stream from a triggered cam on your TV(s), that would make more sense and is easier to do.
