Pretty sure that is battery management and apps running in the background. Happens on my Pixel 4 XL for some notifications, MyQ seems to happen to me a lot.

What kinda notifications? Is this a new occurrence? Is the phone putting the app to sleep to save power?

@sammy It's all my push notifications. I've disabled any sleep modes and data savers but still getting delayed notifications

@chambliss2 Strange we have 2 Samsung phones and no issues, notifications are instant on an event. whether we are using the phone or it's been sitting. Some other apps are delayed as they are being put to sleep by battery management. But they are non critical apps so I left them that way.
