Perception? For me when I open Classic it looks like it's buffering for about the same amount of time the new app is actually SHOWING the status of each device. The difference is the new app actually shows an offline status whereas the classic app just spins the little buffering wheel. I closed both apps, and timed them from the time the opening splash screen goes away to the time I could actually interact with a device on Classic, or see an "online" status and interact with a device in the new app. My highly scientific test gave me five seconds to ready on Classic and about 4 1/2 seconds on the new app. If you're JUST using the app and SmartThings IDE, and not using webcore or anything advanced like that, the new app is IMO, more powerful, user friendly. I have 93 devices in my home consisting of physical and virtual switches, sensors, bulbs, and smart speakers, so I'd say it's pretty robust. I imagine if I used WebCoRE I'd have a different opinion, but just using ST and ST IDE I find the new app better.
