So if my SmartThings buttons are local and the controlled devices are local and the SmartThings hub is set to allow local control, why don't the buttons work when the Samsung servers are down?

Question, I use SmartThings smart lighting app which runs local and I have inovelli red Z-Wave switch running on their custom device handler.
