I toss out grass seed everytime I know it is going to rain. A different kind everytime. Not an ideal way to grow it, but it works.

How long ago did you Sow. When at Agriculture college the golden rule was the 3 F 1 firm 2 flat 3 fine Plus warmth and moisture

So you rake the earth, sow the seeds, cover with another thin layer of soil and then you water every single day for an eternity. unless it rains  so glad i have no more grass

I put grass seed in a wheelbarrow full of compost and cover it for a few days while it germinates and then spread it where I want it to grow and keep watering it

I've never had a problem seeding grass. I'm about the tackle a quite big area in the middle of my back garden that dips dramatically. I have accumulated a lot of topsoil from other projects. I'll sieve the soil to remove any weeds and large stones, press the soil in, using a plank of some sort. Once I think it's level I will put down seed, then sprinkle a thin layer of topsoil over the seeds. If it doesn't rain, water regularly in about 3 weeks the grass should be showing, after 6 weeks the area should be covered in lush green grass.
