Best answer
2 options-Builders sand. Same as laying slabs. Put it down, level it, pallets down and use a mallet to level the pallet and continue. Second option is use timber off cuts as packers to level

Ok well I would lift a couple of the flags and lay some sand and underneath them. That should help even the flags out. Then you have a level surface.

I've just finished this all pallet based, used to have a huge concrete slab there for a old conservatory so was quite a job getting rid of that and levelling off

Hi sorry to jump in but we thinking of doing a decking out of pallets too, but just wondering do we have to treat the pallets to stop them rotting, before we put the strips of wood on top ? Thanks
