I have a Shopping campaign that was doing great and only spending as much budget as it could at least achieve the target ROAS (usually it would always exceed it), then last month all of a sudden it started spending more than the budget in the settings but with very crappy results (it even says limited by budget) and in the recommendation it says "Make sure your automated bid strategy can optimize your bids by fixing your conversion tracking. ". I asked two tracking specialists to have a look and they tell me all is set up fine, but it's impossible in my opinion.
