If I decide on Lutron Caseta switches, do I need their hub or will a Smatthings or Hubitat work?

Caséta uses a proprietary protocol, ClearConnect, for which you need Lutron's Smart Bridge to integrate with SmartThings or Hubitat, which don't "speak" ClearConect directly (it's local LAN integration on Hubitat or a cloud integration on SmartThings. Hubitat would be my recommendation here if you want to be happy; the Smart Bridge Pro works for either and is required for Hubitat, not the regular Smart Bridge).

What two apps? Inovelli should pair to ST and be usable in that app (unless you mean "new" vs "classic" ST, then. pick classic if you can, haha). Caséta shouldn't, but I'd consult the docs. I've switched to RA2 and don't remember if any did. There are Casétas that require a neutral and definitely shouldn't, nor should the Inovelli if you have one.

Caseta has dimmers that do not require a neutral. The question is the load you are controlling. It may require a dimmer with a neutral to be controlled correctly

RA2 is a different system from Lutron, basically Caseta with more features (and different hardware). ST will eventually move to only the "new" app, but some things only work on "Classic" right now and I think the more advanced Inovelli features are some of those. You can definitely use both.

You need the Lutron Bridge for it to work with SmartThings

While you need Lutron app to set up switches if you link to a hub you don’t need app after initial set up. Think of it this way. Technically all you meed is lutron app to control lights and set up scenes. But if you have ST or Hubitata for everything else. You can integrate lutron in to those hubs and use your lights and fans for so much more. Security, and custom rules are among the few. Then from their you control everything from your hub.
