Not sure what you're asking but a simple code in ST with webcore can turn every switch on with the flick of one switch

yes both would have to be smart. Then have a simple code if family lights are on then turn on plugs. Or whatever.

Fibaro can be connected by association using Zwave so that when your “hub” goes offline your switch still works.
