they were already in when we bought the house 7 years ago. Last year on a different one we had 2 small flowers none on that one this year.

It might need pruning, we were always told to prune them twice a year to encourage flowers and not to let the long wispy runners go to far without a fairly harsh cut back

The recommended is in the summer cut back long whippy growth to around leaves long, the cut the same ones back to three buds in Jan/Feb
