I would really appreciate some advice. I had a landscaper in to install artificial grass, however its been 5 weeks now and I still dont have a lawn, the frame is uneven and too high I asked for grano dust instead of sand as I have a dog. however he has since put grit sand in and insisted it is grano dust. anyhow it will be rectified by someone else. but does anyone have artificial down without a membrane ? as he hasn't laid one ontop or under the MOT ?
I would really appreciate some advice.

Yes, I have laid 3 without but did all prep work before. Go to trading standards.

The correct process is a treated wooden frame set to the finished level. Then 75mm to 50mm of compacted MOT Thankspe 1 stone or similar. Then topped off with 25mm of compacted sharp sand or Grano Dust screeded off to finish level with the frame. Lastly a weed control membrane is fixed to the frame before the grass is laid.

@resupinate338 you should get what he quoted. Luckily you know a bit about the process so have rightly called him out on it. Withhold any money until it is done correctly.
