Can I target users who visited a webpage that wasn’t my own? I swear I’ve done this before but now Google is saying this doesn’t exist?

Nope, there aren't any option like that. But there is a option where you can target lookalike audience of entered domain. (Called "Custom Affinity" Audience) (available for Display & YouTube ads)

You can also create a custom intent audience of URLs :)
